Understanding E911 for VoIP Services

Enhanced 911 (E911) ensures that emergency calls made from VoIP phone systems are routed to the appropriate local emergency response center. Unlike traditional landline phones, VoIP services require an activated E911 Address to direct emergency calls correctly to the Public Safety Answering Point (PSAP).

Our E911 system operates on the same reliable network used by major telecom carriers, ensuring accurate call routing and failover protection across all 50 states.


E911 Activation & Requirements

To ensure proper emergency call handling, customers must:

Activate an E911 Address at the time of service setup.
Keep their E911 Address updated when moving locations or reassigning phone numbers.
Understand that calling 911 without an active E911 Address may result in a fine or failed connection.

💡 Warning: Calls made to 911 without an activated E911 Address may not connect or may be subject to a $150 fine per call.


E911 Monthly Fees

  • VoIP SIP PRI Services$1.38 per DID provisioned with E911
  • VoIP Hosted Services$5.44 per registered service address

💡 These fees cover the cost of maintaining emergency call routing infrastructure and ensuring compliance with federal regulations.


Excessive 911 Call Fee

CTS provides unlimited access to 911 for emergency situations, but excessive non-emergency 911 calls place an undue burden on emergency response systems.

  • If more than 3% of all outbound calls from an account in a single month are 911 calls, the account will be charged $7 per call over the 3% threshold.
  • This fee is implemented to discourage misuse of 911 services and ensure emergency resources are available for true emergencies.

💡 Example: If a customer makes 500 total outbound calls in a month, the 3% threshold allows for 15 emergency calls. If 20 calls to 911 are made, the excess 5 calls will be charged at $7 each, resulting in a $35 charge for that billing cycle.


How E911 Works

  1. Call Routing: When a 911 call is placed, it is directed to the nearest Public Safety Answering Point (PSAP) based on the registered E911 Address.
  2. Location Transmission: The caller’s E911 Address is sent to the dispatcher, allowing emergency responders to locate the caller accurately.
  3. Call Handling: The emergency dispatcher receives the call just like a traditional landline emergency call and dispatches emergency personnel accordingly.

Important Limitations of E911 on VoIP Services

  1. VoIP 911 Calls Are Address-Dependent

    • Unlike traditional phone lines, VoIP services do not automatically track location changes.
    • If a user moves without updating their E911 Address, emergency responders may be sent to the wrong location.
  2. Power or Internet Outages Can Affect 911 Calls

    • If your internet service is down, your VoIP service (including 911 calls) will not work.
    • A backup internet connection or alternative emergency contact method is strongly recommended.

  3. Device Portability & Multi-Location Use

    • If using VoIP services across multiple locations, each site must have a registered E911 Address for accurate call routing.

Compliance & Customer Responsibilities
